How To Obtain a Bid Package
Bidding documents, including plans and specifications, may be obtained from HACE via one (1) of the following method(s):
Bids/RFP’s can be downloaded from this website (except construction bids or bids with attachments. Those bids would have to be picked-up).

Pick-up during regular business hours (9 AM- 4 PM, Monday thru Friday, excluding Holidays).
Upon receipt of any/all request(s), bid package will be sent via regular mail.
ALL REQUESTS MUST BE COMPLETED WITH COMPANY NAME, CONTACT INFORMATION, AND REFERENCE BID DESCRIPTION/TITLE.
Commodities/Construction under $6,600.00
HACE may verbally solicit quotes from at least three (3) vendors. Awards shall be made to the bidder providing the lowest responsive price quote.
Commodities/Construction from $6,601.00 to $44,000.00
HACE will use the Request for Quotation (RFQ) form and will solicit from at least three (3) vendors’ written quotes. Please note that email quotes are considered written quotes. Awards shall be made to the bidder providing the lowest responsible, responsive price quote.
Commodities/Construction $44,001.00 and Over (Sealed Bids)
Invitation For Bids (IFB) are advertised in a newspaper(s) of general circulation, such as the Star-Ledger, NAHRO and minority papers, such as LaVoz. IFB’s will also appear on HACE’s website (www.hacenj.com). The advertisements provide all contact information. All bid openings are open to all interested parties and the general public. Awards shall be made to the bidder providing the lowest responsible, responsive price quote. HACE Board approval is required for all contract awards of $17,500.00 and above.
Professional and Other Services under $17,500.00
Request For Quotes/Proposals (RFQ/RFP) are generally solicited through our purchasing division. A contract award is made to the responsive and responsible proposer whose proposal provides the greatest value to HACE, considering price, technical capabilities, and other factors as specified in the solicitation.
Professional and Other Services $17,501.00 and Over
Request For Proposals/Qualifications (RFP/RFQ) are advertised in a newspaper(s) of general circulation, such as the Star-Ledger, NAHRO and minority papers, such as LaVoz. RFP’s/RFQ’s will also appear on HACE’s website (www.hacenj.com). A minimum of 20 days is provided for preparation and submission of proposals. Contract awards are made to the responsive and responsible bidder whose proposal provides the greatest value to HACE. Evaluation criteria include qualifications, technical capabilities, past performance, price, and other factors as specified in the solicitation (for contracts awarded based on competitive proposals). Unsuccessful respondents may contact the HACE purchasing division at (908) 965-2400 for a debriefing. HACE Board approval is required for all contract awards of $17,500.00 and above.
MBE/WBE/Small Business
HACE aims to achieve the goals of Minority Business Enterprises (MBE) and Women’s Business Enterprises (WBE) participation as established by the City of Elizabeth and Section 3of the HUD Act of 1968. HACE makes efforts to ensure that small businesses, MBE’s, WBE’s, labor surplus area businesses, and Section 3 individuals or businesses, as identified in 24CFR135 are used when possible.
Bonding & Other Mandatory Requirements
All applicable bonding requirements are set forth in the solicitation. All bids/proposals must be submitted by the date and time set forth in the solicitation. Bids/Proposals must include:

- Statement of Corporate Ownership
- Listing of Subcontractors
- Bid Guarantee (Construction Bids)
- Consent of Surety (Construction Bids)
Late submissions and absence of the above documents will render a bid/proposal unresponsive and it will be rejected.
